Brief biography: 

This agent first began working with the Agency as a third party. It was said that the founder of C.H.A.O.S. had been so taken with this individual, that he begged them to stay and become a part of the agency.

It's unknown what their agreement specifically entailed, but it's undoubtable that the Agency would not be what it is today without Agent Orange.

Which then begs the question, what happened that would lead Agent Orange to be scrubbed out of the database completely?
