This was all done in ms paint, so it's mainly the pencil tool and the airbrush tool.

Ah, that makes sense. MS doesn't have many soft edge tools, so it has that pixel look to it. Seeing how color transitions are handled through zoning rather than blending, it could certainly be considered pixel still, but that would be up to individual definitions of what exactly defines pixel art.
