This is probably the best anime pic I've ever seen here- one question- do you know why they make the spots of light on the lashes like you did- cause I thought i'd seen that before and I knew certain things (like cherry bloosoms or feathers falling) means a certain mood so i was wondering if it was just something they used on "good" guys to make them look extra sparkly

This sparkle in closed, laughing eyes was extremly often and explicite used in shoujo manga of the 70's and 80's. It's a very mawkishly way of stylize the remaining brilliance if the eyelids almost shut together while broadly and hearty laughing.
This style appears often at cute girls and young women.
