Heheh My head canon is that they had a scissors paper rock, Silvyr lost, and they hung him from his ankle to make sure he did all the paper work to the negotiator's satisfaction XD They forget though- Silvyr is a sky type. IF he wanted to fly of he always could. He likes dangling randomly from a ship XD
