Brier cut her hair after Guardsman Rounet grabbed it during a sparring match. It seemed practical. It was the latest of a series of comments and actions that he had tried against her that he would not have dared to try against the other guards. The matter seemed simple to her. If her hair was a distraction, she would remove it.
The incident is one of her greatest regrets, but not because of the hair.
Her feeling was, and is, that hair is only hair. It doesn't mean very much to her and she knows it will grow back when she can have it long again. What Brier regrets is letting other people's actions dictate her actions and appearance, which is very much a different thing.
